Like many things, this is written backwards, but see if this is what you need.
I have two (redundant) modular messaging application servers (MAS). These use a common (single) modular messaging storage server (MSS).
Should the MSS be down, the MAS's are capable of storing new messages.
If the default vlan on the switchport is 9 (voip) how will the desktops know to go to vlan 12 (data)? My thought is they won't.
Set the default vlan as 12, but include option 176 statements in dhcp to send the phones to vlan=9.
You can also configure the phones for vlan 9 in the phone...
The normal way to do this is through ARS.
Assign a route pattern for your international calls (in US it is 011) and assign the trunk groups in the route pattern with a high FRL. Then the users COR's FRL can match or exceed if international calling is permitted, or be lower if it is not...
Do the list trace station (ip softphone extension) while the two calls. Check for network region and possible codec mismatches. What network region is the vpn in?
We have been trying them and also running into difficulties with phones rebooting. We find the reliability so poor that we consider the phones unusable.

Try this: Give station A console permissions, then have a speed dial button which uses the call forward access code, then station B, then staion C.
You will need a second button to turn it off.
Another thing to check is network region and codec. I see mixed G711 and G729A codecs in use. What with all the transferring, this may be a red herring, but you should take a look to confirm.

It all depends on what inter network region connection you have programmed on the change ip-network-r form. See page 3 and you can define the connection between NR1 and NR2.
Do it this way.
Add coverage path next (this uses the lowest available number)
Change coverage all to y for Inside and outside calls
For Point 1, use the number of the fax that you want to take the calls
Then change station xxxx (fax number to be forwarded)
put in the coverage path assigned...
I have also seen this problem resolved by doing one of these:
1. Plug the phone into a different LAN port
2. shut the LAN port, then no shut (cisco centric)
If you are using the included 5 softphone licenses, they are more likely to be V5 than V6, and the IP softphone 6 client would not work. Try the V5 download from avaya.com
On that version, this is accomplished within the trunk group administration.
Change trunk group n then go to page 3 and there are fields to fill in to delete and insert digits.
