Try exploring 3rd party TAPI rather than 1st party TAPI. Problem is I think TAPI exploits HKEY_Local, not user, so its to the system which is why you need to do what your doing.

thing to do is to look at MS Dialer, you should see the list of all the avaya extensions in there. frankly if its not in MS Dialler, its not got the right...

Best way we have found to get click to dial from outlook in a T.S or Citrix environment is to use the local clipboard, i.e. a grab and dial function.
