Check the setting on the target lines where you are asked what to do in a busy condition, my memory fails me exactly what it says but there is an option for busy signal or not
Go into the Line setting and set them for LONG CO this will bump the volume up a good bit. Usually helps. Otherwise you will need to set up a conference bridge of some sort. All POTS line to POTS line conf calls experience a volume drop, regardless what system you are using
The startalk Plus did have an option to use Norstar Voice Mail Manager (Sold Seperately) or you can use the KVM but to enable the KVM is a key code you have to purchase
BTW there have been options available for PC programming on ALL Norstars since The 8X24 Dr3 and Start Talk C Model 2.0.0.1

Run a 2 inch drywall screw in the back board leaving 3/4 inch sticking out, hang cabinet like usual, just be sure to use your level and screw it in at the bottom. I have done this many many times
