you should also build 11 as a SPN and build a DGT table in LD 86 to insert a 9 so sets can dial either 911 or 9911.

IF you have neither you will have to setleader and you can change the ELAN IP, but not the TLAN via the itg terminal port. You will have to set the TLAN via the sig server or the OTM computer
