if you only changed AIX from 32bit to 64bit, you don't need to touch DB2. You should backup OS and DB2, of course.
If you want to upgrade DB2 from 32bit to 64bit, you can use the command "db2iupdt -w 64 instname".
Maybe HACMP ES 4.5 needs those two filesets on AIX 5.1. I don't have access to AIX 5.1 now, but I can access to AIX 4.3.3 (which does not have HACMP), and check the following. I guess you need to install it from your AIX 5.1 CD.
