    I don't know how many spare numbers you have, but you could program the spare numbers as a VDN or a Virtual Station and label it Spare Unassigned Nbr or something similar. You would need to remove the VDN or station though when you need to assign the spare number to an actual device.

    Yes, that is how the ringing works with coverage answer groups. If you have a CM 6.3 though there is a Special Application that you can turn on - SA9123/Re-Ring CAG Members in Adjacent Coverage Points which would do exactly what you want.
