For ghost calls on a POTS line I have had to either have the LEC test the line and clear the issue all the way to having to replace the line itself. If you are able to switch to another POTS, try that and see if it helps.
What model phones are you using? If it is the 46xx series, you should be putting the LSP IP in the DHCP option. If it is the 96xx series, you should be placing the node name of the LSP on page 3 of the network region under "BACKUP SERVERS".
