When you go to Central Administration then Operations and then Timer Job Status do you see "Succeeded" on the tasks. Is the timer service using the farm administrators service account?

This is a good one, I don't see a reason why you could not, you definitely can't go backward from SP2 to SP1 without restore issues (mostly the infrastructure update) but I can't think of any time I have had issues moving up version.

You could probably use a list with different views pretty easily for data entry, but most of the difficulty is getting it to display on the blackberry... with your limited committment to SharePoint (ie wss 3.0 ;-) ) I would recommend sending a report out via email that gives them their totals...
MOSS does have security zones built in so that you can let access content, if you need authentication you could use FBA to let specific externel users access and enter content. This is definitely the prefered way.

My first thought is that with MOSS and the publishing features enabled you can really easily customize navigation. You don't have audience targeting with WSS 3.0.

What about using workflows to keep the items synchronized. You could also use one list a source for a dataview web part. There are probably a few ways to accomplish this, its all about the requirments of your site.
