I'd like to:

Via an external web page store information in a SharePoint Server.

View information that is stored in a SharePoint Server on an external web page.

I haven't done anything like this, but you may be able to create some web services that would pass the data back and forth between your systems.
You would have to use a web service to get the data from your web page and insert it into a SharePoint list using the SharePoint api.

MOSS does have security zones built in so that you can let access content, if you need authentication you could use FBA to let specific externel users access and enter content. This is definitely the prefered way.
