Have you tried to repair IE from Add/Remove Programs in the Control Panel. Sorry, I know nothing about networks, but the Repair function seems like the obvious choice.

I've had a search around the Knowledge Base (always a good place to start). The closest I found to your error messge suggests that your folders.dbx file is either corrupt or missing. Do a searh for it on your hard drive. When/if you find it, rename it to folders.old and restart OE to replace it...
