Yes, you can have a DID directed to the RAD. You simply program the target line associated with the DID number into the RAD. Works every time.
If DID is not available, you can always dedicate a line, not in the inbound hunt group, to be answered by the RAD. Dave McCall

You cannot get into the RAD through the AA. The system will only recognize the ringing line that is programmed to the RAD.
Also, you cannot get into the RAD by dialing the extension number internally. These are all security safeguards.

That actually sounds as if the M7324 Console phone is defective.
I would try replacing that phone before doing too much troubleshooting elsewhere.

Each morning when he arrives at the office, He finds that he cannot process outbound calls. Inbound...
Log into your voice mail box under the feature 981 then press Admin or the number 8 press 2 then press choose and choose the ALT then the system will prompt you to record the greeting. then this will save your prime greeting and play the ALT greeting.

Client has a MICS 5.0 (recently upgraded from 4.0) with a Fractional PRI. They have 15 provisioned channels.
Client also has a NAM 4.0 - 8 channel fiber.
I am able to receive calls on all DID numbers with NO problem. All target lines are working perfectly on inbound calls.

You could assign (in "line assignment") the Target Line for the DID number to "appear and ring" on the operators extension. That will allow the operator to intercept the call prior to the call rolling to the voice mail.

Two things...
(1) The most simple way to move extensions, is to move the cross-connects in the telephone closet.
Before doing this make sure that "set relocation" is set to NO.
(2) Or you could put the phones back in their original location, turn ON "set relocation" move...

The voice mail is designed to route calls either way, either by a CCR option or by entering an extension number. I am not aware of any way to dis-allow extension transferring.... Sorry Dave McCall
