If I understand the question, it may also be helpful to assign a percentage tot he resource. Such as, if you have 5 welders but only want to assign one person, you can assign the group at 20%.
I haven't tried this in a long time, but I think I remeber that if you set up a template database with all the tables linked you can copy over the individual tables without losing the relationship.
