MS Project Implementation info...

I have decided that we need to implement MS Project to manage what all is going on at my organization. What I need it to do is to completely share all of the projects so that anyone can view/edit/create all at the same time (without any shared resource violations). What all do I need for this to happen?? Can I just purchase MS Project Server and have 20 users share it?? Or do I need to purchase individual copies of Project and then just create a common file for everyone to share off the network??

Any advise would be appreciated.
