If 'your' login is not the owner of the file you cannot do a chmod on it directly. You either have to be the owner of the file, in the same group, or root. If you do a 'll' (that's 2 lowercase L's) it will show your who the owner is and what the permissions are on all files in that directory...

Those r### entries will be the Coverage Remote entries. You can do a 'display coverage remote' to see the list. If it comes back with a 'Identifier invalid ' add a 1 to the command, 1-1000 are in group 1, so it would be 'display coverage remote 1'.
How would the station be used? Will it be a station that you pick up and it rings out to another destination or will it be a standard station that has an appearance for a ringdown?

If you are dialing your own extension from the number that is being test blocked (your cell) it should ring busy every time. If it gets through, it may be a CallerID delivery issue with the cell phone provider or your LEC.
