If the Email Server uses a URL for its address, then check the DNS Setting in the Voice Mail.
Make sure it uses an External DNS service and not an In-house/local router service.
This is just a possibility.
Take a look at Amazon.
They have a large variety of WIFI Relays.
Just make sure that you don't select one that is controlled by an APP.
If you are technically inclined with the Arduino IDE, you can use an ESP8266 module and a relay module to accomplish you goal.
There are several good...
Consider the Grandstream WP-820 WIFI/VOIP handset.
It does not have a Base Station, but rather works off of a WIFI Network.
You can install wireless access points to handle the carry over from zone to zone.
You will need a 3rd Party SIP Station license for each handset.
Some people think WIFI...

I have not worked on this system for awhile, but this may be the answer.

I attended a Grandstream training class several years ago and asked one of their higher level techs if the UCM IP Pbx would respond to a Switch Hook Flash from one of the IP Extensions that is connected to the Pbx.
He said no.
Well, he was wrong.
I suspect that he said that since he only works...
That is an older system.
Could be the power supply.
Could be one bad phone dragging down the system.
Could be a computer plugged into one of the telephone jacks.
How many phones?
Go to the phone with the Stuck Message waiting light.
Press the Intercom button.
Dial * 7 0 0 plus the extension number of that phone.
The light should go out.
Other extensions (as well as the VM System) can also activate the Message Waiting light, usually in error.
It sounds like someone plugged a computer into a phone jack.
Do you use 8 pin jacks for the phones?
Are there any "Hot" jacks that do not have a phone plugged in?
No room, no problem.
You do not need to run the Polycom through your PBX.
The PBX may not even support video as well.
So, get SIP Service with a separate telephone number and run the Polycom outside (not connected) to your PBX.
I suggest Callcentric.com for a SIP Service Provider.
They are...
I believe that it is Comcast.
They are sending some type of data signal that the KSU thinks/interprets as Caller ID.
That causes the CO Line(s) LED to be lit, and the KSU is waiting for the "End of Caller ID" data burst.
The "End of Caller ID" data burst is what tells the CO line to turn off...
