You'd need to make one site preferred edition, which is standard practice anyway when clustering sites together.
Once this is done, using the VMPro as AA on either site would be fine.
You could have CCR running off one switch and remote phones on the other sites, or just IP handsets if they have an MPLS network or similar.
CCR as a product however is very weak, you might be better off looking at a Zeacom product.

I have managed to do with with vmlite, but that has no options that need to be set. Monitor may be more difficult.
Why do you need to do this?
Monitor should not be kept open for extended periods as it places load on the system CPU.
