HEY. two things to check before you call an expensive electrician. first I assume you have a telephone line plugged into the modem, try shutting it down, disconnecting it and touch the case to discharge the static buildup, then repower without the phone line attached and see if it occurs...
If you reformatted the disk then there won't be an antivirus to disable unless it's a bios type supplied by the manufascturer.

First, if possible connect another monitor and video cable to the computer and see if you still have the issue. If you do than it's not the monitor but is the power saver settings on the computer.

If you added the video card, and there is one built in to the main board, try going into bios and disable the onboard video. there may be a conflict of IRQ's or one not being given to the pci video and that would halt the startup.

Might try bios updates. Also if you haven't done it yet you might download a startup disk from Mcaffee to scan for a virus that is blocking access. Virus problems usually start as annoyances and progressively get worse, which my account for the issues before wiping the disk.

I have a windows 2ooo server with Active Directory installed, DHCP, DNS all on same box connected through a router to my cable modem ISP.

Typically it's eiother a mother board or power supply issue, if you've been poking around in the bios make sure you haven't changed the power options, also with windows xp you can control the aaction taken whent he power button is depressed.

You have to get into the event viewer and see what the root cause of the problem is. If you suspect Tempature issues than try additional temporary cooling to see if it resolves it, if not than look for imminent hardware failure coming soon.
