Check with your Host provider to see if they have CGI scripts already set up. There's a big chance you can download the script and action, method info direct from you host's control panel.

Flash works very simply with Dreamweaver. I myself use Internet explorer, Flash 4 and Dreamweaver 3.
As long as the flash movie is in the root folder, has the same link is used, you will only be able to view the page using F12.
