I have created a new entry and tried testing with both settings for entry 2 but no avail. Still shows as unavailable.
Per documents and this site I did not see anything that would guide me differently or where to look to see why it is not working.

Yes, but think they want a voicemailbox account and not application builder. If I set up the new number and put a greeting on the mailbox(will not take messages.

I have been reading on the SDTA function. I noticed that the time on the pbx is 151 seconds slow. However if you can only do this in 0-25 second adjustments how would I implement into the PBX?

Our system is not programmed that way but I did MSGO and MSGI on the PRI's. Even had the carrier monitor. No errors on the Dchannel or Loops.
I have told the site repeated times that it could be a cell carrier or the site of the calling party's issue not our PBX.

It is happening on 2 phones. I sent the information to our vendor and they suggested a reboot. They saw errrors on the Call Pilot when I sent the logs to them.

Thank you. It has been a pain to chase down so far. I have told them it is not our system. Because if they can get through after a retry it is either the cell carrier or the carrier at the location they are calling from.
