One other way to try and delete would be to put the HD in an external enclosure and try taking ownership on an XP machine.
Also, I'm sure you have most likely tried this already, but if not, try deleting it over the network. May work if the problem is local to the machine.

It's not that its disabled. It has alawys been very buggy.
What version of 10 are you running?
I'm using 10.1.7 now, and I found that if I don't touch it while its populating and just leave it alone, it eventually (sometimes at least) turns white and then you can select your exclusions.
One place to look at would be almost the same place I told you the other day. Go to tools/ ssc options and on the client tab there is a checkbox that says "allow config of indiviual clients" or something similar. You should try checking that box.
You could try re-adding the grc.dat file to
\Documents and Settings\All Users\Application Data\Symantec\Symantec AntiVirus Corporate Edition\7.5
If you use groups, make sure your adding the right one. See Symantec page below.
