It could be the CP port that is attempting to dial out has either a restricted COS or a TARG on it, preventing the port from dialing out. You may want to check the ports.
We found an engineer that knew the answer - in case you ever run into this. Here's the solution:
There needs to be Voice Gateway Media Card (VGMC) in the same Network Group that the PRI call is going out on. All monitoring is done with a DSP from the same Network Group.

When the CP client opens on your desktop, you can enter a different mailbox number, other than your own. As long as you know the password, you can get in. It works fine, your CP inbox displays the messages in the other mailbox.
You can create an "emergency" agent - when that agent logs in, the script can be written to route calls to a recording. We are using this for meetings - when all agents are going to attend.
You can attach no response to any block you want to. You can even import another application and attach it to that. Just make sure you aren't creating a loop - you will get an error - and Nortel will tell you that you may be causing serious problems with CP if you do.

With MQA, an agent can log into a max of 5 ACD DN's; the log in string is:
Agent ID#ACD DN 1#ACD DN 2# ACD DN 3#ACD DN 4#ACD DN 5##
The string does not have to be re-entered from previous log in. An agent can also specify supervisor ID's, if needed.
