I have added a permission of 91618 to an RPL (Long Distance 1) and assigned this to a COS. I have assigned this COS to a MBX and left a message on this MBX only to see the remote notification on the MBX turned off after one attempt due to an invalid target number. I can dial the LD number from a phone and I have other LD remote notification numbers in my Long Distance 1 RPL. I feel very comfortable with RPL's and COS on Pilot and since I was simply adding another permission to an existing RPL, I am at a loss as to what the problem is.
 
It could be the CP port that is attempting to dial out has either a restricted COS or a TARG on it, preventing the port from dialing out. You may want to check the ports.
