I read something of a 'dead air on transfer' as a fixed issue in Tech Bulletin 46 on the release of 3.0 august maintenance release. Read it and ask your vendor if this will fix the issue on your site. Or you can simply test it by upgrading.
If you want it to work on the whole system including on diverts, try/test programming a SC with .W (depening on outgoing access) on the SC tab on the Line(s).
If you use a user SC and divert your extension to an outside number, the SC is not aplied.
