If at first you don't succeed, skydiving is not for you.

If you want it to work on the whole system including on diverts, try/test programming a SC with .W (depening on outgoing access) on the SC tab on the Line(s).
If you use a user SC and divert your extension to an outside number, the SC is not aplied.

.W command doesnt work with all locals. (such as ENZ).
The .S command only allows you to use assigned DDI's, you cant make up any number.

In New Zealand our telecom providers have a code (0197) that blocks outbound CLI. So we just use a user shortcode
?
0197.

AgileSuphas it right, the key thing about this whole area is that you really need to find out what your line provider supports and allows. Each one has different rules. Some will drop calls with outgoing CLI's that don't fit their rules, others will return busy. Some only allow you to use numbers that match DDIs you have subscribed with them. Some will always replace any number you try to send with the number they insert.
