The patches are up to date.
The T1 was changed to Master since essentially the dialer is the other end of the point to point.
The T1 was initially secondary clock source and the new PRI was timing master - same problem, so I changed the T1 to timing master...

I have a customer site that does the same thing - found that when I remove the port of 80 in contact center connection, I am able to connect and the information downloads. I don't know why, but it works.
IF you do not have anything in buses 6 & 5 then those should be your PRI's, if you do, then:
Make your primary PRI as bus 4
Your secondary PRI as bus 3
With the BCM stations start at bus 2 and go up, trunks bus 7 and go down.

I would presume that you are just moving the amphenol from cabinet to expansion.
Did you try a different Trunk module as well.

If in North America, are you sure that the lines you are attaching are loop start?
You will not get dialtone with ground start.
How I have done this in the past - program a seperate pool B key. For the key that you want to use for the controller - press Feature *1, press the button you wish to use, press the pool B key, enter your digits and press OK.

Setup remote access packages - in the package allow pool access for VOIP trunks and PRI trunks. Apply this package to the actual trunks. Remote packages are found under Services > Telephony Services > General > Remote Access Packages. Then apply the package to the Lines on the General tab.
It sounds like the auto attendant answering the call - the system registers the call and phones with that line assignment will hear a half ring. Call in on the second line - what greeting do you get?
Is your first step in the routing table a forced announcement? I have found with Nortel's call center product that if the first step is not a forced announcement, then calls get lost.
