    Maybe something to look after is: Isn't the moment where the DHCP lease auto-renews the IP-settings of a box, the moment that it goes wrong? In other words: maybe the auto-renew is a bit faulty on the boxes. (Could be a DHCP server problem) Setting a new renew interval might solve the problem...

    Er.. NTFS does not need a lot of defragging... But the fileserver copies a 700 MB Image over the network within 1,5 minute... so I don't think the server or network are (too) slow.

    You've most probably done this right already, but I'll try it anyway... Authenticated Users shouldn't be able to apply the policy either. Domain Admins are ofcourse also Authenticated users and will apply the policy.
