run regedit and export the entire registry.
you can shrink it quite a bit by .zipping or .raring it afterwards.
to restore it start up in ms-dos mode and use:
smartdrv (this will speed up the process considerably)
then: regedit /c filename.ext (ex. regbkup.reg)

It could be a popup blocker app you are running or check your internet options in the control panel or from the IE menu and on the security tab click the custom button. In those options, make sure you got scripting enabled.
Also check win.ini under [windows] for 'load=' and make sure system.ini under [boot] 'shell=explorer.exe' or matches some other kind of shell replacement if you have one.
Also check autoexec.bat, config.sys, winstart.bat, see if anything strange being loaded in these.
I recently noticed on a machine that occasionally a file will show up in the root directory named simply "~" and appears to be a bin WAB dump of some sort.
Has anyone else noticed this or is it perhaps the by-product of some worm?

as LeBodge stated in his specs above, he does in fact require 400MHz RAM. The fact that it is DDR (Double Data Rate) allows it to perform at a rate of 800MHZ ;)

to your autoexec.bat - make sure after you reboot that you remove it and naturally the user accounts will need to be recreated.

First try to do a FIXIE.
Run MSINFO32 -> Tools -> Repair Internet Explorer
Select Repair, OK.
After it is finished, OK to reboot.
If it still occurs, there may be some spyware on the machine.

Run msinfo32 - Under Hardware Resources click on IRQs and see if any conflict.
Otherwise you may want to look into your twain drivers and see if maybe corrupt or out of date.
