I think you answred your own question - just backrev the client. Install 4.83+SP or 4.90 without SP1 or SP1a and test. There are many many bugs assoc. with 4.90SP1a (like empty folder creation/deletion) so expect a new version soon. In the mean time, just use an older client version.

You need to read an FAQ on NTP and time sync in NetWare. If you have a single server then it is likely that the time is based on its CMOS clock and probably inaccurate. Reference its time to an accurate source and your problems go away.

i have tested WIN98SE and is OK. Hmm, can you run wrapper.exe directly from Explorer or is this error present when you call it from the Startup folder?
Try putting the vbruntime files in the same directory as the exe. Do you have a vDesktop app in your ini file as per the readme.txt file?
What have you guys done to use 200Mb of RAM when nothing is running? Mine uses less than 100Mb with AD, DNS, DHCP, a couple of Office 2K apps...you name it, its running. Add memory for sure, but only if you need to. The point of understanding how to tune WIN2K is to determine requirements first...
This is usually a secuirty restriction imposed bythe admin, you will need to remove this restriction, search the help and KB for info about this one...quite common in new setups.
