Could something short-range be made to temporarily turn off another phone nearby?

New York state has outlawed talking on your cell phone (without a hands-free device) while driving, which I guess has prompted a lot of people to text while driving.

Louisiana has just outlawed texting while driving (more distracting, IMO, than making a voice call). Voice calls are still allowed.

We don't have bumper stickers over here, but people do sometimes have humorous stickers in their back windows (seems to be mercifully out of fashion at the moment though). One that I liked was:
