Here in NJ, both talking on a cell phone (without using a headset) and texting while driving are primary offenses.

Could something short-range be made to temporarily turn off another phone nearby?

Yep. Very illegal. If you have good insurance, though, you can make some money with it.

We don't have bumper stickers over here, but people do sometimes have humorous stickers in their back windows (seems to be mercifully out of fashion at the moment though). One that I liked was:

Now that's not fair. Worldwide, Kennedy's car has only claimed 1 casualty. Chernobyl claimed more than that.

Then again, here at home, his car is more dangerous.
