I'm using software MTP's within the publisher/subscriber. According to RTMT, they don't appear to be registered. Will restarting them cause anything to drop (calls, phone/device registrations)?

I too tried this a couple of years ago. The switch counts the calls, then doesn't refresh the call count until 00:00 hours the next morning - so, if you hit the threshold you set during the day, the switch will continue to route the calls to your alternate site because it applies that peg count...
