The scope is sent by the device the Network will know where to send that device based on thew DHCP scope

Are you trying to not reuse these extensions when adding phones? for example we excluded certain extensions ranges so a tech can not add them – under feature commands you can assign excluded numbers

The 2400s are supported but some of the old hardware and software will not be. IMX is no longer supported IPX is fine - Depending on the CP rev you will have to upgrade for any IP phones.

You will not see the DTR flash after the wink- the incoming register should take care of the rest

Strange it works using immediate start and DP on inbound.
you would think if it wink on the outbound it would be wink in bound.
Immediate start and dial pulse just sounds wrong

that would be the standard setting for DP/PB
I could not imagine many carriers using dial pulse or a t-1 –

On the outbound PRI see if there is anything in ACBC .The out bound carrier maybe looking for a TAG before letting the call go out,
If this is the case you will be SOL \I had a similar issue for years and NEC never figured it out, I ended up adding a NONPRI for this type of application
You maybe better off having the user contact the 800 carrier m they should be able to block the calls. Depending on the carrier there are some routing tools available that a user could route calls by incoming number
Normally you will find the products will work fine on their own. They can run for many years.
The issues will come up when you start playing around and cause your own outage.
Always backup the systems after programming at least a weekly backup an format.

The Lens is 011031 So your card should be in PIM1 slot 5
Check to make sure there is nothing else programmed in lens 011020-011037 like tec 18s etc.
I would try to add a tec 12 in 011020 that should be the first port on the card.
