This may be caused by the local DNS Cache on the server. Try to run a ipconfig /flushdns. This will empty this cache and should fix your issue. Hope this helps.
You could lock the add/remove programs out by group policy. Just remeber that on a local group policy it locks out for all uses so if you wanted to uninstall a program it would require that you allow it in the policy again. Kinda messy but users don't tend to uninstall alot of things anyhow.

Sounds to me like there is some type of spyware and or virus that is loaded on the machine. Have you tried to run a spyware removal utility? Also are your antivirus defintions up to date?

Well I think one thing is that you need to figure out how it got on that many computers. Since it is said in the symantec article that it is spread by file shares that you need to also secure any shares that you have on the machines. Also it would be a good idea to have a strong admin password...
umm you can run an "iexplore.exe -k". This opens only the web page. That is what I understand from your post. You can just put that in the run box and you have it.

The way that I got around it was to make a shortcut to the batch file and in the shortcut properties you can make it startup minimized. If you find a way to hide it I would like to know please.
