The one that you cannot see it on might have simple file sharing turned on. To turn this feature off go to Tools-> folder options, on the View tab scroll to the bottom to find 'use simple file sharing (recomended)'. Uncheck the box and this should fix the problem. If you find that it is checked on both machines the cause could be that one is joined to a domain and the other is not since this changes the way that XP looks.
