well if it depends on the titlblock all you have to do is include a statement in the udefine lisp routine to check and see if the blockname of the desired titlblock is in the drawing...
if it is in the drawing THEN do nothing
if it is not in the drawing THEN undefine the command

is it always the same command that you want to cancel?
if it is you could always undefine the command the the user cannot uset it at all...

from my experience with this... it depends on what your display color settings and resolution are set to when you begin installing AutoCAD...

attedit is the default for AutoCAd when clicking on an attribute!

I would suggest...
exporting to PDF but you would need the drivers for that which come with distiller...
or
export to DWF... to view this format you will need the free software from AutoDesk VoloView... for this all you need to do is type DWFOUT on the AutoCAD command line...

not to sure about LT but you should be able to specify the location of autocad temp files. the default location is C:\WINDOWS\TEMP
check to see if the specied temp file directosy is read only or not by selecting it then right clicking on it...
if the specified directory does not exist then...
