Have you checked the system logs for channel errors? Has the system got automatic maintenance busy enabled? Check the trunks and see if their status is all set to busy: no.

Your test code is for individual trunks only, it won't work on a TAC, since its purpose is to identify a pool of trunks. You can always set up a test trunk group and move members into it one at a time and test then, then move them back.
