The ICI keys will give them the ability to answer "dial 0" calls but will not prioritize them. I'll need to look it up, but would HPR versus LPR prioritize them? It will in congestion issues, but...
Note: To give priority to a certain type of call, answer by clicking
the ICI key rather than an idle loop key. You are connected to the
call regardless of its place in the queue.
Each console is assigned a number (e.g. 001, 002, 003...) which gives the ability to dial individual consoles

PRI has 23B (for voice) channels and 1D (for signaling) channel on a single PRI. This allows you to pass CLID.
A T1 uses all 24 channels for voice and does not pass CLID
A Tie line can be either, Basically a Tie line is a point to point connection.
Check your routing in LD 86-90
100 & 103 look like routing codes as Trtion101 stated earlier. I had a similar issue between a 1000e (MO) and a Branch Office with the CP on the Main Office.
The CP is not recognizing the digits dialed (1001316) so the call goes to the general Mailbox.
If they do have Hospitality SW and seeing as they are a hotel...look into xlat tables...it is basically a SCL with the extensions programmed and assigned to the phone. Can't remember all the details off the top of my head but it is in the docs.
