Sounds like the only thing left now is to replace the jack at the wall. I know sounds stupid but i had the same thing go on for a month the only thing that was left was the Jack.
Sounds like you have a CICS system with the modem feature still enabled. By default it is set to answer line 1 and i think it is after three rings. The ring setting may have been changed to one. If it is a CICS system diable the modem.

is that line only jumpered from telco block to the co side of the system? if it is then the only other place is in night service.and tah is if for sure you have looked at all stations in setabil.
