Do you have a pri test set? An easy of verifying where the problem is by using a pri test set to make the call. If it works with the test set then the problem lies with the cs1000.
You can also turn on d-channel messages to see why the call is being rejected.

This problem has been resolved apparently there is an issue with the 4 port paddle boards supporting PMS. Changed to a 2 port all ok now.

Just to confirm, the BCM does register with the NRS, CS1000 users are able to reach sets on the BCM. The problem only occurs on outgoing calls for users on the BCM.
