Use IE and check the compatibility mode. You have a browser issue. To prove it, try putting in 7777 as the PIN and you will see that the PIN is rejected. When you put in the correct PIN, it is accepted but you browser doesn't advance to the next web page.

I had the same problem with a new install on server 2012.
My fix;
erase security settings and reset as mentioned above
uninstall voicemail pro and all associated folders with voicemail pro.
reinstall by "run as Administrator"
rather than installing with my account that had full admin rights...

I have. Mine was a user right issue. Make sure that there is no user right assigned to the phones in each location or make sure that the user rights at each site are the same. I mean IDENTICAL.

I know it's a strange feature but they want it to stay. It is only going through the phones and it must act like a dial page feature in order for the rest of the paging to work. Keeping my fingers crossed.
