Symantec System Center does not have any report functionality. You have to use the logs or query the registry. If you use the SSC the logs will be delimited so you can import them into Access, MySQL, Excel or just about anythning like that.

One quick thing to check would be a software firewall running on the system. If the user has something like Symantec Client Firewall or Norton Personal Fireall try disabling the firewall and getting to the secure site. If that works you can begin troubleshooting from there.
