It could be the model routers they use as well. Some have problems supporting IPSEC passthrough or fragmented packets.
We deal with the same thing. You just have to suggest they go somewhere else.
What model Contivity is it? Using 128 or 56? What do you have at the branch offices?

Only things I know to tell you to check is PVID on all the ports, make sure they are the same. Make sure all the ports are set to Access (untagged) or Trunk (tagged). Have you tested your fiber or cable? Have you tried just a single uplink on each GBIC?

Don't know if you are still having a problem out of your D-link 614, but in my experience we have had to make sure the firmware is updated or VPN will not pass through the router.

I would look at the setup in your modem. If you've changed keepalives, and tried different routers, then that might be the next thing to check. I am not familiar with that model, but I know a firmware update works wonders for some models. Don't know that, that applies in your case but...

update the firmware on the D-link router. I have had several people with the same issue and once they update the firmware, problem solved. I think the issue lies with Fragmented packets, and only the latest firmware release supports this. Have also seen this with a few Linksys routers...
