I think you answered your own question. You need admin rights to install an application, so a user will not be able to install a different web browser.
For the network, if you have a firewal, close all unnecessary ports. If you're just using it for the web, close everything except 80 and 443...

Really need some more info for this. It sounds like your site is using private addresses behind a firewall. If that is the case, and you want to access this server from a location from outside of the network, say from home, then you would use the public IP address and have the firewall forward...
This is assuming you're using DHCP from a Win2k server. But in the scope options, add a static route there. It's option 033 Static Route Option. First enter the destination IP, then the gateway IP. Then of course the desktops need to renew their addresses.

I've seen this happen once to one of our 2k servers. The event viewer looked blank, but you could still click on events there. It was as if they were invisible. What I did was save the log file, then clear events. After that, new events started popping back up.
Two things here. First, go to eventid.net, it's a great place to find info on anything in the event viewer. Second, we were getting the same error, applying the 823890 patch from Microsoft that everyone is talking about today should clear that up as well. Hope this helps you.
