If you are generating a SIP 403 error that means you are receiving a number that your equipment doesn't understand, try looking at your configured dial patterns.

What are you trying to install, the Linux base should be installed from a bootable USB which you plug in the front of ther CP-MG. ALL other software must be installed via the UCM deployment manager!

I too had your fault, and they way I cleared it was to carryout the Reg ucmsecurity system command, then redistrubute the token. I then deleted the node and rebuilt it.....it then sync fine and has been good ever since.
Also remember that the Patch Libary is a finite size, approx 1GB, if you already have a number of DepLists loaded you will get the error as indicated. You must remove the old Deplists first before you can load anymore.....an undocumented feature!

You'll get the "Emergency Account" warning if you are experiencing network issues as well, or if your Primary UCM Controller has high memory utilization. Try logging into you Prime UCM with the Nortel login account ID and typing the "TOP" command, my guess is you'll see lots of CPU usage.
