In CM11, I set up virtual x1990.
In CM 13 Y=45, I allowed "Call By Pilot Number Dialing Station"
In CM12 I assigned group 00 to 1990.
At this point, the manual points me to CM18 -- but it's unclear...

This was perfect... I've been able to script function keys, call forward busy, DIDs, etc.

Have you tried it with your test set or a "regular" analog phone (from the auxiliary port)?
Does the cordless phone have a "mute" button? If so, can you initiate a page, mute the phone, and then hang up? Does it screech?
