We're using SIP into our ShoreTel/Mitel on prem solution. We have 2 providers and they both operate slightly differently.... Also having to use a SBC to deliver act as a go between between the switch and provider.
Works well enough but I do miss the cs1k days, proper kit and a proper solution...
Have you checked the Automatic Off-Hook Preference in the user>Personal Options section in Director?

As far as I'm aware there's no direct capability for RAS. generally speaking if you want to get to the cli of the switches it has to be via the director server or a server with the ipbxctl exe on it, you can then use putty ro the like to get to the switch. You can remote boot the switches...
