I can't remember exactly, but I think there was a change in 9 or 9.1 for failed registration attempts and then the IP address was blacklisted for xx amount of minutes, with that period of time extended for each subsequent attempt.
I don't think it was a configurable setting...it was just hard...

Virtual SE licenses are for virtual servers only. The other SE keys are for physical call servers in the solution.

Depending on how the agent privileges are set, an agent may log into the application, but be signed out of all agent groups until they sign into the agent group(s).

I had some funny stuff happen to a site when my licenses weren't valid (virtual server was moved to a new host and mac changed, which invalidated licenses). Specifically, the issue I saw was that tabs disappeared from the config screen. I fixed the mac address issue and all was fine again...
Go to Administration, UI config, and open the UI config for the agent in question, scroll down on the selected elements field and make sure the button appears in there. If not, find it in the available elements field and add it to the selected field.

The SID should remain the same on a physical server. The SID is on one of the labels of the server, so if it changed, there'd be all sorts of issues.
Are the licenses for the correct server? If you did the ignition process yourself, perhaps the SID that the licenses were ordered against is what you setup as the secondary...
EG disti ordered keys against one server (primary), shipped your 2 servers, and you have setup what they meant to be...
