    You could change the configuration of the system. Instead of L1-L4 ringing on all phones you could use a external bell for incoming calls (night bell). If everyone is in an area that could hear the bell your AA could answer after 6 rings but the phones could be FNA after 3 rings.

    In the past we have used a ground start OE in the CO optioned as a loop start to simulate the disconnect open. Also, have used a payphone OE to achieve the open(I think this was on a SR500). Not sure how accommodating your telco will be.
