Ok, this is weird, but after I fiddled with the in-line power adapter a bit, I tried hooking up the DSS without the in-line power, and it worked. I verified this by unplugging and plugging it a few times, and it came up every time.
I thought I had tried that before with no luck.

I guess I am refering to the software limits of the system to support "operator style" phones. I thought I was told in the past there was a limit as low as 3, 4, 5, or 6, or somewhere around that. Maybe I am just dreaming, but I thought there may have been a limit.
