Does it start if you remove the new card again? If it does you could just remove it, go into bios, disable on-board video, power off, insert new card and that should work. Have you tried plugging your monitor into the on-board video, while the Radeon is in?

Does everything seem to power up? I mean, does the fans on your CPU etc start, does your HD spin up and so forth

The max resolution on a tv i 800x600, but the most important thing to remember is that a tv is much more blurry than a monitor (I forget the exact technical reason why), but for playing games and watching movies is it fine.
