doesnt look to promising.. although on alot of hds ive seen they are set up like this :::::: usually the far right is cs select 2nd from right is master 3rd from right is slave. but tat it just for a single jumper selector. if youve got two jumpers that have to be configured right... grab a cup...
Look in your volume setting make sure they are all about a quarter of the way turned up. sometiems having your midi volume or your wave volume up without those channels being used just puts added noise and crackling in the background.. could just be a loose wire or dirty usb port too...
Kinda fun being able to find easy ways around stuff like that.

I would think the buffer would have something to do with it. far as i can tell 8mb is the new top of the line and with a good rpm you should be gettin some sweet data speed.

You could also insert your windows cd and go to create partition and it will show you how many you have in there. a tad less complex. and just quit the setup and nothings modified.

I little new here but is it possible his psu might not be supplying enought power to spin the cd fast enough... just a stab in the dark

micker is right. does your psu make any noises when you try to turn it on? did you say the fans spun in the psu or no? check to see if the little green power light comes on when you just have the psu plugged in to the mobo
Ive also had a simlar problem. happened when i had a pci video card installed but there was still the original chipset enabled. remove anything recently installed and try again.

make sure you have the power buttons on the front of the case plugged in right on the mobo i.e. pwr+ reset and hdd. check your mobo manual for how to do this. if they arent plugged in right than no power.
